The North American Indigenous Games is governed by a Council of thirteen mandated representatives from Canada and thirteen representatives from the United States.
The first North American Indigenous Games were held in 1990 in Edmonton, Alberta; in 1993, Prince Albert, Saskatchewan; in 1995, Blaine, Minnesota; and 1997, Victoria, British Columbia.
The NAIG Council is responsible for determining the site of future North American Indigenous Games through a bid process. The bid to have the Games in Winnipeg was brought to the table in 1997 in Florida. The Manitoba Aborigial Sport and Recreational Council Co-Chairs, Cecil Dejarlais and Ed Ducharme spearheaded this proposal.
In 1999 in Warroad, Minnesota the NAIG Council made the announcement that Winnipeg won the bid to host the 2002 Games.
